TIR carnet

International loads must be supported by a TIR carnet providing a full inventory of the goods being carried.

The goods must be listed on, and accompanied by, an internationally recognised document, the TIR Carnet.

Goods must be transported in approved vehicles or containers and be accompanied by a TIR Carnet.

The goods must travel by road in approved vehicles or containers under customs seal, accompanied by a TIR carnet document.

At each of these offices the Container/Vehicle and TIR Carnet must be presented to Customs.

You, or your freight forwarder, must be authorised to use the TIR system and to purchase a TIR Carnet.

A copy of the International Carriage of Goods by Road - (CMR) document or a TIR carnet.

It is important to note that the paper TIR Carnet remains the legal instrument and will be required to be presented along with any accompanying documents, the vehicle and the goods.

TIR procedures This notice explains how TIR can be used to move goods across international borders under cover of a TIR Carnet by authorised traders.

You are reminded that, with effect from 1 January 2009, when you move goods across the territory of the EU under control of a TIR Carnet you must also submit an electronic customs declaration using the New Computerised Transit System (NCTS).
